The U.S. oil prices have gone up 10 cents a gallon causing the  the government to tap into its emergency stockpile of oil for back up.

To keep the black gold price stable a European flotilla has been deployed to the United States with millions of gallon to help stabilise the fluctuating price.

Not spared from the menance of Harvey are big oil refineries such as the Saudi Aramco which have been forced to shut down its facilities due to the devastating flooding.

Early Wednesday, the Saudi Aramco closed its Motiva facility located in Port Arthur, Texas. The various refineries' closures have reduced refining capacity by 75 per cent.
